2 An act relating to suicide prevention;
3 providing legislative intent; providing for a
4 pilot program to be conducted by the Signs of
5 Suicide Prevention Program for secondary
6 schools in specified counties; requiring the
7 submission of proposals to the Department of
8 Education; providing for student participation
9 in the pilot program and for the provision of
10 certain information to parents; requiring a
11 report to the Legislature; providing an
12 appropriation; providing an effective date.

14 Be It Enacted by the Legislature of the State of Florida:
15
16 Section 1. Signs of Suicide Prevention Program for
17 secondary schools; pilot program; legislative intent.--
18 (1) It is the intent of the Legislature to provide
19 support and funding for a suicide and depression prevention
20 pilot program conducted by the Signs of Suicide Prevention
21 Program for secondary schools, hereinafter referred to as
22 "SOS." The pilot program shall encourage collaboration with
23 local mental health facilities and individual professionals.
24 (2) During the 2006-2007 fiscal year, an SOS pilot
25 program shall be conducted in Brevard, Orange, Osceola, and
26 Seminole counties. In order to receive funding under this act,
27 an SOS entity for a county authorized to participate in the
28 pilot program must submit to the Department of Education by
29 September 1, 2006, a proposal for suicide and depression
30 prevention for secondary school students who attend school in
31 that county. The pilot program shall provide school personnel

1 in each participating school with the materials necessary for
2 implementation.
3 (3) The parent of each student in a participating
4 school shall be provided with a copy of program information
5 and a screening form to assist the parent in the
6 identification of depression and suicidal tendencies and to
7 help initiate family discussions.
8 (4) By January 1, 2007, the district school board of
9 each participating county shall provide to the President of
10 the Senate and the Speaker of the House of Representatives a
11 report that includes an itemized list of program costs, an
12 evaluation of participating schools, an assessment of the
13 quality of the program components, an assessment of the safety
14 of program implementation, an assessment of the burden on
15 school support staff after implementation of the program, an
16 assessment of the efficacy of the program, and recommendations
17 regarding program effects and outcomes. The information shall
18 be reported for the pilot program in the aggregate, for each
19 participating county, and for each participating school in
20 each participating county.
21 Section 2. The sum of $600,000 is appropriated from
22 the General Revenue Fund to the Department of Education for
23 the 2006-2007 fiscal year to be distributed to the Michael
24 Buonauro Foundation to implement the Signs of Suicide
25 Prevention Program as a pilot program for secondary schools in
26 Brevard, Orange, Osceola, and Seminole counties in accordance
27 with this act. The Michael Buonauro Foundation shall provide
28 matching funds in the amount of $600,000 in order to receive
29 the appropriation from the General Revenue Fund.
30 Section 3. This act shall take effect July 1, 2006.

screened for signs of suicide and depression but rather
5 requires that parents be given a screening form and
information about the program.

The Michael Buonauro Foundation must provide $600,000 in
7 matching funds to receive the $600,000 appropriation in the
bill.
