12  recommended the following amendment:
13  
14         Senate Amendment 
15         On page 7, line 30, through
16            page 8, line 21, delete those lines
17  
18  and insert:  
19         (c)  Excluding any portion of the property perimeter,
20  not to exceed 40 percent, which is contiguous to lands owned
21  by any federal, state, regional, local government or
22  quasi-governmental entity, is surrounded on at least 75
23  percent of its perimeter by:
24         1.  Property that has existing industrial, commercial,
25  or residential development; or
26         2.  Property that the local government has designated
27  in the local government's comprehensive plan, zoning map, and
28  future land use map as land that is to be developed for
29  industrial, commercial, or residential purposes, and at least
30  75 percent of such property is existing industrial,
31  commercial, or residential development;

Florida Senate - 2006 COMMITTEE AMENDMENT Bill No. CS for CS for SB 1880 Barcode 093150 1 (d) Has public services, including water, wastewater, 2 transportation, schools, and recreation facilities, available 3 or such public services are scheduled in the capital 4 improvements element to be provided by the local government or 5 can be provided by an alternative provider of local government 6 infrastructure in order to ensure consistency with applicable 7 concurrency provisions of s. 163.3180; and 8 (e) Does not exceed 1,280 acres; however, if the 9 property is surrounded by existing or authorized residential 10 development that will result in a density at buildout of at 11 least 1,000 residents per square mile or is within an area for 12 which the state land planning agency has previously authorized 13 the preparation of an option-sector plan pursuant to s. 14 163.3245, the area shall be determined to be urban and the 15 parcel may not exceed 5,120 acres. 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 2 8:09 AM 04/21/06 s1880c2b-ep14-t01
