17 | RULES OF CONSTRUCTION.--Proposing an amendment to the State |
18 | Constitution to revise the rules of construction to be used when |
19 | interpreting the State Constitution. The revision provides that, |
20 | when interpreting the extent of political power vested in the |
21 | Legislature by the people, the expression of one thing does not |
22 | imply the exclusion of another, unless absolutely necessary to |
23 | carry out the purpose of the constitutional provision. After the |
24 | revision takes effect, the general maxim "expressio unius est |
25 | exclusio alterius," which stands for the proposition that the |
26 | expression of one thing is the exclusion of another, could not |
27 | be applied when interpreting the extent of political power |
28 | vested in the Legislature by the people except when the |
29 | exclusion is necessary to carry out the purpose of the |
30 | constitutional provision. In addition, the revision provides |
31 | that when interpreting the extent of political power vested in |
32 | the Legislature by the people, a limitation shall not be implied |
33 | based on the comprehensiveness of the constitutional provision. |
