4     On page 107, between lines 16 and 17 insert:
5     (i)  In interpreting the extent of political power vested
6in the legislative branch by the people:
7     (1)  The expression of one thing does not imply the
8exclusion of another, unless absolutely necessary to carry out
9the purpose of the constitutional provision.
10     (2)  A limitation shall not be implied based on the
11comprehensiveness of the constitutional provision.

14     On page 152, between lines 16 and 17,
15insert:

ARTICLE X, Section 12
17     RULES OF CONSTRUCTION.--Proposing an amendment to the State
18Constitution to revise the rules of construction to be used when
19interpreting the State Constitution. The revision provides that,
20when interpreting the extent of political power vested in the
21Legislature by the people, the expression of one thing does not
22imply the exclusion of another, unless absolutely necessary to
23carry out the purpose of the constitutional provision. After the
24revision takes effect, the general maxim "expressio unius est
25exclusio alterius," which stands for the proposition that the
26expression of one thing is the exclusion of another, could not
27be applied when interpreting the extent of political power
28vested in the Legislature by the people except when the
29exclusion is necessary to carry out the purpose of the
30constitutional provision. In addition, the revision provides
31that when interpreting the extent of political power vested in
32the Legislature by the people, a limitation shall not be implied
33based on the comprehensiveness of the constitutional provision.

36     On page 1, line 17, remove all of said line and insert:
37curtesy to be established by law; to amend Article X, Section
3812, to revise the rules of construction to be used when

41does not imply the exclusion of another, unless absolutely
42necessary to carry out the purpose of the constitutional
43provision, and to provide that a limitation shall not be implied
44based on the comprehensiveness of the constitutional provision;
