16 insert:
17 ARTICLE III, SECTION 20
18 LEGISLATION BY CITIZEN INITIATIVE.--Proposing the
19 creation of a new section to the State Constitution to provide
20 for the introduction of proposed legislation by filing with
21 the custodian of state records a petition signed by a
22 specified number of electors, to provide for such proposed
23 legislation to be brought before the Legislature for enactment
24 at the regular session following submission of the petition,
25 to provide for the proposed legislation to be placed on the
26 ballot at a subsequent general election if the Legislature
27 fails to enact the proposed legislation and if a petition
28 signed by a specified number of electors is filed with the
29 custodian of state records, to require that the proposed
30 legislation embrace one subject and matter directly connected
31 therewith, to prohibit the proposal of legislation by

1 initiative which concerns certain subjects, to prohibit the
2 Governor from vetoing legislation proposed by initiative and
3 approved by the electors, to require a three-fourths vote of
4 the Legislature in order to amend or repeal legislation
5 proposed by initiative during the 5 years immediately
6 following enactment and a majority vote of the Legislature
7 thereafter, to require the statewide publication of notice of
8 legislation proposed by initiative during the 10th and 6th
9 week before the election at which the proposed legislation is
10 considered, and to provide for legislation proposed by
11 initiative to take effect on July 1 following the general
12 election at which it is approved by the electors.
