14 On page 1, lines 21-25, delete those lines

16 and insert:
17 (b) In a competitive-procurement protest, including
18 the rejection of all bids, proposals, or replies, the
19 administrative law judge may not substitute his or her
20 procurement decisions for the agency's procurement decision
21 and must review the intended agency action to determine only
22 if the agency action is illegal, arbitrary, dishonest, or
23 fraudulent.
