11  The Committee on Community Affairs (Geller) recommended the
12  following amendment:

14         Senate Amendment 
15         On page 2, line 23, through
16            page 3, line 1, delete those lines
17  
18  and insert:  described in s. 327.02(24). The use of cutouts or
19  flex pipe as the source of muffling is prohibited, except as
20  provided in subsection (4).
21         (2)  An airboat operator cited for an infraction of
22  this section may not operate until a muffler as defined in s.
23  327.02 is installed.  A second or subsequent violation of this
24  section is a noncriminal infraction punishable as provided in
25  s. 327.73.
26         (3)  An airboat may not operate on the waters of the
27  state unless it is equipped with a mast or flagpole bearing a
28  flag at a height of at least 10 feet above the lowest portion
