15         On page 14, line 2, after the period,

17  insert:  This section does not create an entitlement for
18  property owners or obligate the state in any way to fund the
19  inspection or retrofitting of residential property in this
20  state. Implementation of this program is subject to annual
21  legislative appropriations.
