1 A bill to be entitled
2 An act relating to pari-mutuel wagering;
3 amending s. 551.104, F.S.; providing for
4 additional types of pari-mutuel licensees to
5 offer slot machine gaming at their facilities;
6 providing an effective date.

8 Be It Enacted by the Legislature of the State of Florida:

10 Section 1. Paragraph (a) of subsection (10) of section
11 551.104, Florida Statutes, is amended to read:
12 551.104 License to conduct slot machine gaming.--
13 (10)(a) No slot machine license or renewal thereof
14 shall be issued to an applicant holding a permit under chapter
15 550 to conduct pari-mutuel wagering meets of thoroughbred
16 racing unless the applicant has on file with the division a
17 binding written agreement between the applicant and the
18 Florida Horsemen's Benevolent and Protective Association,
19 Inc., the Florida Standardbred Breeders and Owners
20 Association, Inc., the Florida Greyhound Association, Inc.,
21 and the International Jai Alai Players Association governing
22 the payment of awards and purses on live thoroughbred races or
23 games conducted at the licensee's pari-mutuel facility. In
24 addition, no slot machine license or renewal thereof shall be
25 issued to such an applicant unless the applicant has on file
26 with the division a binding written agreement between the
27 applicant and the Florida Thoroughbred Breeders' Association,
28 Inc., governing the payment of breeders', stallion, and
29 special racing awards on live thoroughbred races conducted at
30 the licensee's pari-mutuel facility or, the Florida
31 Standardbred Breeders and Owners Association, Inc., the

1 Florida Greyhound Association, Inc., and the International Jai
2 Alai Players Association governing the payment of awards and
3 purses on live races or games conducted at the licensee's
4 pari-mutuel facility. The agreement governing purses and the
5 agreement governing awards may direct the payment of such
6 purses and awards from revenues generated by any wagering or
7 gaming the applicant is authorized to conduct under Florida
8 law. All purses and awards shall be subject to the terms of
9 chapter 550. All sums for breeders', stallion, and special
10 racing awards shall be remitted monthly to the Florida
11 Thoroughbred Breeders' Association, Inc., for the payment of
12 awards subject to the administrative fee authorized in s.
13 550.2625(3).
14 Section 2. This act shall take effect July 1, 2006.

17 SENATE SUMMARY
18 Expands the types of pari-mutuel facilities that may
conduct slot machine gaming. Requires such licensees to
19 file certain written agreements with the Division of
Pari-Mutuel Wagering in the Department of Business and
20 Professional Regulation.
