16 insert:
17 Section 11. Effective upon this act becoming a law,
18 paragraph (d) of subsection (1) of section 11.045, Florida
19 Statutes, as amended by section 1 of chapter 2005-359, Laws of
20 Florida, is amended to read:
21 11.045 Lobbying before the Legislature; registration
22 and reporting; exemptions; penalties.--
23 (1) As used in this section, unless the context
24 otherwise requires:
25 (d) "Expenditure" means a payment, distribution, loan,
26 advance, reimbursement, deposit, or anything of value made by
27 a lobbyist or principal for the purpose of lobbying. The term
28 "expenditure" does not include contributions or expenditures
29 reported pursuant to chapter 106 or federal election law,
30 campaign-related personal services provided without
31 compensation by individuals volunteering their time, any other

1 contribution or expenditure made by or to a political party,
2 or any other contribution or expenditure made by an
3 organization that is exempt from taxation under 26 U.S.C. s.
4 527 or s. 501(c)(4). A contribution made to a political party
5 regulated under chapter 103 is not deemed an expenditure for
6 purposes of this section.
7 Section 12. Effective upon this act becoming a law,
8 paragraph (d) of subsection (1) of section 112.3215, Florida
9 Statutes, as amended by section 5 of chapter 2005-359, Laws of
10 Florida, and section 1 of chapter 2005-361, Laws of Florida,
11 is amended to read:
12 112.3215 Lobbying before the executive branch or the
13 Constitution Revision Commission; registration and reporting;
14 investigation by commission.--
15 (1) For the purposes of this section:
16 (d) "Expenditure" means a payment, distribution, loan,
17 advance, reimbursement, deposit, or anything of value made by
18 a lobbyist or principal for the purpose of lobbying. The term
19 "expenditure" does not include contributions or expenditures
20 reported pursuant to chapter 106 or federal election law,

23 contribution or expenditure made by or to a political party,
24 or any other contribution or expenditure made by an
