17 insert: (5) With the exception of clients deemed to be in
18 crisis whom the agency shall serve as described in rule, the
19 agency shall place at the top of its wait list for waiver
20 services those children on the wait list who are from the
21 child welfare system with an open case in the Department of
22 Children and Family Services' statewide automated child
23 welfare information system.
