15 page 95, line 13, delete those lines

17 and insert:
18 Section 44. Paragraphs (d) and (e) of subsection (1),
19 paragraphs (b) and (c) of subsection (2), and subsection (3)
20 of section 1008.31, Florida Statutes, are amended, and
21 subsection (4) is added to that section, to read:
22 1008.31 Florida's K-20 education performance
23 accountability system; legislative intent; performance-based
24 funding; mission, goals, and systemwide measures; data quality
25 improvements.--
26 (1) LEGISLATIVE INTENT.--It is the intent of the
27 Legislature that:
28 (d) The State Board of Education and the Board of
29 Governors of the State University System recommend to the
30 Legislature systemwide performance standards; the Legislature
31 establish systemwide performance measures and standards; and

1 the systemwide measures and standards provide Floridians with
2 information on what the public is receiving in return for the
3 funds it invests in education and how well the K-20 system
4 educates its students.
5 (e)1. The State Board of Education establish
6 performance measures and set performance standards for
7 individual components of the public education system,
8 including individual schools and community colleges
9 postsecondary educational institutions, with measures and
10 standards based primarily on student achievement.
11 2. The Board of Governors of the State University
12 System establish performance measures and set performance
13 standards for individual state universities, including actual
14 completion rates.
15 (2) MISSION, GOALS, AND SYSTEMWIDE MEASURES.--
16 (b) The process State Board of Education shall adopt
17 guiding principles for establishing state and sector-specific
18 standards and measures must be:
19 1. Focused on student success.
20 2. Addressable through policy and program changes.
21 3. Efficient and of high quality.
22 4. Measurable over time.
23 5. Simple to explain and display to the public.
24 6. Aligned with other measures and other sectors to
25 support a coordinated K-20 education system.
26 (c) The Department State Board of Education shall
27 maintain an accountability system that measures student
28 progress toward the following goals:
29 1. Highest student achievement, as indicated by
30 evidence of student learning gains at all levels measured by:
31 student FCAT performance and annual learning gains; the number

1 and percentage of schools that improve at least one school
2 performance grade designation or maintain a school performance
3 grade designation of "A" pursuant to s. 1008.34; graduation or
4 completion rates at all learning levels; and other measures
5 identified in law or rule.
6 2. Seamless articulation and maximum access, as
7 measured by evidence of progression, readiness, and access by
8 targeted groups of students identified by the Commissioner of
9 Education: the percentage of students who demonstrate
10 readiness for the educational level they are entering, from
11 kindergarten through postsecondary education and into the
12 workforce; the number and percentage of students needing
13 remediation; the percentage of Floridians who complete
14 associate, baccalaureate, graduate, professional, and
15 postgraduate degrees; the number and percentage of credits
16 that articulate; the extent to which each set of exit-point
17 requirements matches the next set of entrance-point
18 requirements; the degree to which underserved populations
19 access educational opportunity; the extent to which access is
20 provided through innovative educational delivery strategies;
21 and other measures identified in law or rule.
22 3. Skilled workforce and economic development, as
23 measured by evidence of employment and earnings: the number
24 and percentage of graduates employed in their areas of
25 preparation; the percentage of Floridians with high school
26 diplomas and postsecondary education credentials; the
27 percentage of business and community members who find that
28 Florida's graduates possess the skills they need; national
29 rankings; and other measures identified in law or rule.
30 4. Quality efficient services, as measured by evidence
31 of return on investment: cost per completer or graduate;

1 average cost per noncompleter at each educational level; cost
2 disparity across institutions offering the same degrees; the
3 percentage of education customers at each educational level
4 who are satisfied with the education provided; and other
5 measures identified in law or rule.
6 5. Other goals as identified by law or rule.
7 (3) K-20 EDUCATION DATA QUALITY IMPROVEMENTS
8 SYSTEMWIDE DATA COLLECTION.--To provide data required to
9 implement education performance accountability measures in
10 state and federal law, the Commissioner of Education shall
11 initiate and maintain strategies to improve data quality and
12 timeliness. All data collected from state universities shall,
13 as determined by the commissioner, be integrated into the K-20
14 data warehouse. The commissioner shall have unlimited access
15 to such data solely for the purposes of conducting studies,
16 reporting annual and longitudinal student outcomes, and
17 improving college readiness and articulation. All public
18 educational institutions shall provide data to the K-20 data
19 warehouse in a format specified by the commissioner.
20 (a) School districts and public postsecondary
21 educational institutions shall maintain information systems
22 that will provide the State Board of Education, the Board of
23 Governors of the State University System, and the Legislature
24 with information and reports necessary to address the
25 specifications of the accountability system. The State Board
26 of Education shall determine the standards for the required
27 data. The level of comprehensiveness and quality shall be no
28 less than that which was available as of June 30, 2001.
29 (b) The Commissioner of Education shall determine the
30 standards for the required data, monitor data quality, and
31 measure improvements. The commissioner shall report annually

1 to the State Board of Education, the Board of Governors of the
2 State University System, the President of the Senate, and the
3 Speaker of the House of Representatives data quality
4 indicators and ratings for all school districts and public
5 postsecondary educational institutions.
6 (c) Before establishing any new reporting or data
7 collection requirements, the Commissioner of Education shall
8 utilize existing data being collected to reduce duplication
9 and minimize paperwork.
10 (4) RULES.--The State Board of Education shall adopt
11 rules pursuant to ss. 120.536(1) and 120.54 to implement the
12 provisions of this section relating to the K-20 data
13 warehouse.
