14 On page 12, between lines 22 and 23,

16 insert:
17 Section 4. Paragraph (b) of subsection (3) of section
18 411.227, Florida Statutes, is amended to read:
19 411.227 Components of the Learning Gateway.--The
20 Learning Gateway system consists of the following components:
21 (3) EARLY EDUCATION, SERVICES AND SUPPORTS.--
22 (b) Demonstration projects shall develop strategies to
23 increase the use of appropriate intervention practices with
24 children who have learning problems and learning disabilities
25 within public and private early care and education programs
26 and K-3 public and private school settings. Strategies may
27 include training and technical assistance teams. Intervention
28 must be coordinated and must focus on providing effective
29 supports to children and their families within their regular
30 education and community environment. These strategies must
31 incorporate, as appropriate, school and district activities

1 related to the student's progress monitoring academic
2 improvement plan and must provide parents with greater access
3 to community-based services that should be available beyond
4 the traditional school day. Academic expectations for public
5 school students in grades K-3 must be based upon the local
6 school board's adopted proficiency levels. When appropriate,
7 school personnel shall consult with the local Learning Gateway
8 to identify other community resources for supporting the child
9 and the family.
