13         Senate Amendment (with title amendment) 
14         On page 122, between lines 14 and 15,
15  
16  insert:  
17         Section 52.  Section 1011.67, Florida Statutes, is
18  amended to read:
19         1011.67  Funds for instructional materials.--
20         (1)  The department is authorized to allocate and
21  distribute to each district an amount as prescribed annually
22  by the Legislature for instructional materials for student
23  membership in basic and special programs in grades K-12, which
24  will provide for growth and maintenance needs. For purposes of
25  this subsection section, unweighted full-time equivalent
26  students enrolled in the lab schools in state universities are
27  to be included as school district students and reported as
28  such to the department. These funds shall be distributed to
29  school districts as follows: 50 percent on or about July 10;
30  35 percent on or about October 10; 10 percent on or about
31  January 10; and 5 percent on or about June 10. The annual

Florida Senate - 2006 SENATOR AMENDMENT Bill No. CS for CS for SB 2048 Barcode 232052 1 allocation shall be determined as follows: 2 (a)(1) The growth allocation for each school district 3 shall be calculated as follows: 4 1.(a) Subtract from that district's projected 5 full-time equivalent membership of students in basic and 6 special programs in grades K-12 used in determining the 7 initial allocation of the Florida Education Finance Program, 8 the prior year's full-time equivalent membership of students 9 in basic and special programs in grades K-12 for that 10 district. 11 2.(b) Multiply any such increase in full-time 12 equivalent student membership by the allocation for a set of 13 instructional materials, as determined by the department, or 14 as provided for in the General Appropriations Act. 15 3.(c) The amount thus determined shall be that 16 district's initial allocation for growth for the school year. 17 However, the department shall recompute and adjust the initial 18 allocation based on actual full-time equivalent student 19 membership data for that year. 20 (b)(2) The maintenance of the instructional materials 21 allocation for each school district shall be calculated by 22 multiplying each district's prior year full-time equivalent 23 membership of students in basic and special programs in grades 24 K-12 by the allocation for maintenance of a set of 25 instructional materials as provided for in the General 26 Appropriations Act. The amount thus determined shall be that 27 district's initial allocation for maintenance for the school 28 year; however, the department shall recompute and adjust the 29 initial allocation based on such actual full-time equivalent 30 student membership data for that year. 31 (c)(3) In the event the funds appropriated are not 2 6:43 PM 05/01/06 s2048c2c-07-c8r
Florida Senate - 2006 SENATOR AMENDMENT Bill No. CS for CS for SB 2048 Barcode 232052 1 sufficient for the purpose of implementing this subsection 2 section in full, the department shall prorate the funds 3 available for instructional materials after first funding in 4 full each district's growth allocation. 5 (2) Annually by July 1 and prior to the release of 6 instructional materials funds, each district school 7 superintendent shall certify to the Commissioner of Education 8 that the district school board has approved a comprehensive 9 staff development plan that supports fidelity of 10 implementation of instructional materials programs.
