14 On page 76, between lines 13 and 14,

16 insert:
17 Section 37. Section 1004.99, Florida Statutes, is
18 created to read:
19 1004.99 Florida Ready to Work Certification Program.--
20 (1) There is created the Florida Ready to Work
21 Certification Program to enhance the workplace skills of
22 Florida's students to better prepare them for successful
23 employment in specific occupations.
24 (2) The Florida Ready to Work Certification Program
25 may be conducted in public middle and high schools, community
26 colleges, technical centers, one-stop career centers,
27 vocational rehabilitation centers, and Department of Juvenile
28 Justice educational facilities. The program may be made
29 available to other entities that provide job training. The
30 Department of Education shall establish institutional
31 readiness criteria for program implementation.

1 (3) The Florida Ready to Work Certification Program
2 shall be composed of:
3 (a) A comprehensive identification of workplace skills
4 for each occupation identified for inclusion in the program by
5 the Agency for Workforce Innovation and the Department of
6 Education.
7 (b) A preinstructional assessment that delineates the
8 student's mastery level on the specific workplace skills
9 identified for that occupation.
10 (c) A targeted instructional program limited to those
11 identified workplace skills in which the student is not
12 proficient as measured by the preinstructional assessment.
13 Instruction must utilize a web-based program and be customized
14 to meet identified specific needs of local employers.
15 (d) A certificate and portfolio awarded to students
16 upon successful completion of the instruction. Each portfolio
17 must delineate the skills demonstrated by the student as
18 evidence of the student's preparation for employment.
19 (4) The State Board of Education, in consultation with
20 the Agency for Workforce Innovation, may adopt rules pursuant
21 to ss. 120.536(1) and 120.54 to implement the provisions of
22 this section.
