11  Senator Lynn moved the following amendment:

13         Senate Amendment (with title amendment) 
14         On page 107, lines 3 through 14, delete those lines
15  
16  and insert:  
17         (d)  The commissioner department shall assign a
18  community assessment team to each school district or governing
19  board with a school graded designated as performance grade
20  category "D" or "F" to review the school performance data and
21  determine causes for the low performance, including the role
22  of school, area, and district administrative personnel. The
23  community assessment team shall review a high school's
24  graduation rate calculated without GED tests for the past 3
25  years, disaggregated by student ethnicity. The team shall make
26  recommendations to the school board or the governing board, to
27  the department, and to the State Board of Education for
28  implementing an assistance and intervention plan that will
29  address the causes of the school's low performance. The
30  assessment team shall include, but not be limited to, a
31  department representative, parents, business representatives,

 1  educators, representatives of local governments, and community
 2  activists, and shall represent the demographics of the
 3  community from which they are appointed.
