15         On page 97, line 13, delete that line

17  and insert:  inadequate progress. A contract to administer an
18  alternative school may not be entered into with a private
19  entity which contract changes the character of the alternative
20  school population as it existed when the alternative school
21  was administered by the public school system. The term
22  "character of the alternative school population" means the
23  percentage of students having learning disabilities, physical
24  disabilities, emotional disabilities, or developmental
25  disabilities, as well as the percentage of students having
26  discipline problems;
