17 Section 7. Subsections (1), (3), and (14) of section
18 1001.03, Florida Statutes, are amended to read:
19 1001.03 Specific powers of State Board of Education.--
20 (1) PUBLIC K-12 STUDENT PERFORMANCE STANDARDS.--The
21 State Board of Education shall approve the student performance
22 standards known as the Sunshine State Standards in key
23 academic subject areas and grade levels. The state board shall
24 establish a schedule to facilitate the periodic review of the
25 standards to ensure adequate rigor, relevance, logical student
26 progression, and integration of reading, writing, and
27 mathematics across all subject areas. The standards review by
28 subject area must include participation of curriculum leaders
29 in other content areas, including the arts, to ensure valid
30 content area integration and to address the instructional
31 requirements of different learning styles. The process for

1 review and proposed revisions must include leadership and
2 input from the state's classroom teachers, school
3 administrators, and community colleges and universities, and
4 from representatives from business and industry who are
5 identified by local education foundations. A report including
6 proposed revisions must be submitted to the Governor, the
7 President of the Senate, and the Speaker of the House of
8 Representatives annually to coincide with the established
9 review schedule. The review schedule and an annual status
10 report must be submitted to the Governor, the President of the
11 Senate, and the Speaker of the House of Representatives
12 annually not later than January 1.
13 (3) PROFESSIONAL CERTIFICATES.--The State Board of
14 Education shall classify school services, designate the
15 certification subject areas, establish competencies, including
16 the use of technology to enhance student learning, and
17 certification requirements for all school-based personnel, and
18 prescribe rules in accordance with which the professional,
19 temporary, and part-time certificates shall be issued by the
20 Department of Education to applicants who meet the standards
21 prescribed by such rules for their class of service, as
22 described in chapter 1012. The state board shall adopt rules
23 that give part-time and full-time nondegreed teachers of
24 career programs, pursuant to s. 1012.39(1)(c), the opportunity
25 to earn a reading credential equivalent to a
26 content-area-specific reading endorsement.
