1 A bill to be entitled
2 An act relating to the Joint Legislative Claims
3 Committee; creating s. 11.81, F.S.;
4 establishing the Joint Legislative Claims
5 Committee; providing for membership and
6 organization of the committee; providing for
7 governance of the committee by joint rules;
8 providing for the designation of a special
9 master; providing an effective date.

11 Be It Enacted by the Legislature of the State of Florida:

13 Section 1. Section 11.81, Florida Statutes, is created
14 to read:
15 11.81 Joint Legislative Claims Committee.--
16 (1) There is created a standing joint committee of the
17 Legislature designated the Joint Legislative Claims Committee,
18 composed of 10 members as follows: five members of the Senate
19 to be appointed by the President of the Senate and five
20 members of the House of Representatives to be appointed by the
21 Speaker of the House of Representatives. The terms of members
22 shall be for 2 years and shall run from the organization of
23 one Legislature to the organization of the next Legislature.
24 Vacancies occurring during the interim period shall be filled
25 in the same manner as the original appointment. The Speaker of
26 the House of Representatives shall appoint the chair in
27 odd-numbered years and the vice chair in even-numbered years,
28 and the President of the Senate shall appoint the chair in
29 even-numbered years and the vice chair in odd-numbered years,
30 from among the committee membership.

1 (2) The committee shall be governed by joint rules of
2 the Senate and House of Representatives which shall remain in
3 effect until repealed or amended by concurrent resolution.
4 (3) The committee may, at any time, regardless of
5 whether the Legislature is in session, and in connection with
6 a currently filed claim bill, exercise all powers vested in a
7 standing or select committee pursuant to s. 11.143.
8 (4) The special master shall be designated jointly by
9 the Speaker of the House of Representatives and the President
10 of the Senate and shall serve at the pleasure of the presiding
11 officers.
12 Section 2. This act shall take effect July 1, 2006.
