16 page 7, line 4, delete those lines

18 and insert:
19 (d) The determination of the Administration Commission
20 as to whether substantial progress has been made toward
21 accomplishing the tasks of the work program may be judicially
22 reviewed pursuant to chapter 86. All proceedings shall be
23 conducted in the circuit court where the Administration
24 Commission maintains its headquarters and shall be initiated
25 within 30 days after rendition of the Administration
26 Commission's determination. The Administration Commission's
27 determination as to whether substantial progress has been made
28 toward accomplishing the tasks of the work program shall be
29 upheld if it is supported by competent and substantial
30 evidence and shall not be subject to administrative review
31 under chapter 120.

1 (e) After removal of the designation as an area of
2 critical state concern, the state land planning agency shall
3 review proposed local comprehensive plans, and any amendments
4 to existing comprehensive plans, which are applicable to the
5 Florida Keys Area, the boundaries of which were described in
6 chapter 28-29, Florida Administrative Code, as of January 1,
7 2006, for compliance with subparagraphs 1. and 2., in addition
8 to reviewing proposed local comprehensive plans and amendments
9 for compliance as defined in s. 163.3184. All procedures and
10 penalties described in s. 163.3184 apply to the review
11 conducted pursuant to this paragraph.
12 1. Adoption of construction schedules for wastewater
13 facilities improvements in the annually adopted capital
14 improvements element and adoption of standards for the
15 construction of wastewater treatment facilities which meet or
16 exceed the criteria of chapter 99-395, Laws of Florida.
17 2. Adoption of goals, objectives, and policies to
18 protect public safety and welfare in the event of a natural
19 disaster by maintaining a hurricane evacuation clearance time
20 for permanent residents of no more than 24 hours. The
21 hurricane evacuation clearance time shall be determined by a
22 hurricane evacuation study conducted in accordance with a
23 professionally accepted methodology and approved by the state
24 land planning agency. The state land planning agency,
