  1                      A bill to be entitled

  2         An act relating to public transportation;

  3         requiring local governments that operate public

  4         transportation systems to obtain a specified

  5         percentage of the cost of operating the system

  6         from user fees; providing exceptions; providing

  7         an effective date.

  9  Be It Enacted by the Legislature of the State of Florida:

10  

11         Section 1.  (1)  Any local government that operates a

12  system that provides public transportation must establish a

13  fee schedule such that user fees charged to persons who use

14  the system provide at least 50 percent of the cost of

15  operating the system.

16         (2)  Notwithstanding subsection (1), the fees may be

17  reduced for persons who are disabled or offer proof that they

18  are Medicaid recipients.

19         Section 2.  This act shall take effect July 1, 2006.

22                          SENATE SUMMARY

23    Requires that a local government recoup at least 50
      percent of the cost of operating a public transportation
24    system from the fees charged to persons using the system.
      Provides that reduced fees may be charged to disabled
25    persons or Medicaid recipients.
