  1                     Senate Joint Resolution

  2         A joint resolution proposing the creation of

  3         Section 27, Article X of the State

  4         Constitution, relating to public property, to

  5         permit the use of such property by certain

  6         youth organizations.

  7  

  8  Be It Resolved by the Legislature of the State of Florida:

  9  

10         That the following amendment to Article X of the State

11  Constitution is agreed to and shall be submitted to the

12  electors of this state for approval or rejection at the next

13  general election or at an earlier special election

14  specifically authorized by law for that purpose:

15  

16                            ARTICLE X

17                          MISCELLANEOUS

18         SECTION 27.  Use of public buildings or lands by youth

19  organizations.--Notwithstanding any provision of law,

20  ordinance, resolution, or other act to the contrary, each

21  state, county, municipal, or local governmental entity or

22  nongovernmental entity that provides governmental services and

23  is responsible for any public facility or grounds, must permit

24  the use of such facility or grounds for legal assembly or

25  other uses by any unit, chapter, or local affiliate of a

26  chartered or recognized national youth organization that has

27  been in continuous existence for at least 10 years and has

28  held a federal tax exemption for at least 10 years.

29         BE IT FURTHER RESOLVED that the following statement be

30  placed on the ballot:
