11  The Committee on Judiciary (Baker) recommended the following
12  amendment:

15         On page 13, line 26, through
16            page 14, line 9, delete those lines

18  and insert:

20  Structures that qualify for this exemption are relieved from
21  any requirement to obtain permission to use or occupy lands
22  owned by the Board of Trustees of the Internal Improvement
23  Trust Fund and, with the exception of those structures
24  attached to a bulkhead on a parcel of land where there is no
25  docking structure, shall not be subject to any more stringent
26  permitting requirements, registration requirements, or other
27  regulation by any local government. Local governments may
28  require either permitting or one-time registration of floating
29  vessel platforms to be attached to a bulkhead on a parcel of
30  land where there is no other docking structure as necessary to
31  ensure compliance with local ordinances, codes, or

Local governments may require either permitting 2 or one-time registration of all other floating vessel 3 platforms as necessary to ensure compliance with the exemption 4 criteria in this section; to ensure compliance with local 5 ordinances, codes, or regulations relating to building or 6 zoning which are no more stringent than the exemption criteria 7 in this section or address subjects other than subjects 8 addressed by the exemption criteria in this section; and to 9 ensure proper installation, maintenance, and precautionary 10 action or evacuation following a tropical storm or hurricane 11 watch of a floating vessel platform or floating boat lift that 12 is proposed to be attached to a bulkhead or parcel of land 13 where there is no other docking structure.
