11  The Committee on Judiciary (Campbell) recommended the
12  following amendment:

14         Senate Amendment 
15         On page 1, line 19, through
16            page 2, line 20, delete those lines
17  
18  and insert:  Students in prekindergarten through college who
19  have disabilities, are economically disadvantaged, or whose
20  parents request alternatives to traditional public education
21  programs may participate, as provided by law, in education
22  programs that include non-public schools.  The legislature may
23  enact and publicly fund prekindergarten through college
24  education programs, without regard to the religious nature of
25  any participant or non-public provider, notwithstanding any
26  other provision of this Article or Section 3 of Article I of
27  this constitution.
28         BE IT FURTHER RESOLVED that the following statement be
29  placed on the ballot:
