11  Senator Peaden moved the following amendment:

13         Senate Amendment 
14         On page 15, line 24, through
15            page 16, line 16 delete those lines
16  
17  and insert:  councils, and regional education consortia with
18  technological expertise in continuing education shall
19  participate in the rural health networks' preparation of
20  long-range development plans. The Department of Health may
21  require written memoranda of agreement between a network and
22  an area health education center or health planning council.
23         (b)  Rural health networks shall initiate activities,
24  in coordination with area health education centers, to carry
25  out the objectives of the adopted long-range development plan,
26  including continuing education for health care practitioners
27  performing functions such as disease management, continuous
28  quality improvement, telemedicine, long-distance learning, and
29  the treatment of chronic illness using standards of care. As
30  used in this section, the term "telemedicine" means the use of
31  telecommunications to deliver or expedite the delivery of

 1  health care services.
 2         (c)  Health planning councils shall support the
 3  preparation of network long-range development plans through
 4  data collection and analysis in order to assess the health
 5  status of area residents and the capacity of local health
 6  services.
 7         (d)  Regional education consortia that have the
 8  technology available to assist rural health networks in
 9  establishing systems for exchange of patient information and
10  for long-distance learning are encouraged to provide technical
11  assistance
