11  The Committee on Judiciary (Webster) recommended the following
12  amendment:

14         Senate Amendment (with title amendment) 
15         On page 7, line 28, through page 8, line 7, delete
16  those lines
17  
18  and insert:
19         (e)  "Qualified student" means:
20         1.  A student who qualifies for free or reduced-price
21  school lunches under the National School Lunch Act and who:
22         a.1.  Was counted as a full-time equivalent student
23  during the previous state fiscal year for purposes of state
24  per-student funding;
25         b.2.  Received a scholarship from an eligible nonprofit
26  scholarship-funding organization during the previous school
27  year; or
28         c.3.  Is eligible to enter kindergarten or first grade.
29         2.  A student who does not qualify under subparagraph
30  1. but who received an opportunity scholarship under former s.
31  1002.38 during the final quarter of the 2005-2006 school year.

 2  scholarships under this section until the scholarship program
 3  under s. 220.1875 is fully implemented, subject to the
 4  limitations provided in subsection (8) of that section.
