2 An act relating to license plates; amending ss.
3 320.08056, 320.08058, F.S.; creating a
4 Homeownership For All license plate; providing
5 for the distribution of annual use fees
6 received from the sale of such plates;
7 conforming provisions related to Florida
8 Memorial College license plates; changing the
9 name to the Florida Memorial University license
10 plate; authorizing a maximum of 10 percent of
11 the proceeds from the sale of Keep Kids Drug
12 Free license plates to be used for marketing
13 and certain administrative costs; providing an
14 effective date.

16 Be It Enacted by the Legislature of the State of Florida:
17
18 Section 1. Paragraph (z) of subsection (4) of section
19 320.08056, Florida Statutes, is amended, and paragraph (fff)
20 is added to that subsection, to read:
21 320.08056 Specialty license plates.--
22 (4) The following license plate annual use fees shall
23 be collected for the appropriate specialty license plates:
24 (z) Florida Memorial University College license plate,
25 $25.
26 (fff) Homeownership For All license plate, $25.
27 Section 2. Subsections (23) and (26) of section
28 320.08058, Florida Statutes, are amended, and subsection (58)
29 is added to that section, to read:
30 320.08058 Specialty license plates.--
31 (23) KEEP KIDS DRUG-FREE LICENSE PLATES.--

1 (a) The department shall develop a Keep Kids Drug-Free
2 license plate as provided in this section. The word "Florida"
3 must appear at the top of the plate, and the words "Keep Kids
4 Drug-Free" must appear at the bottom of the plate.
5 (b) The annual use fees shall be distributed to the
6 Keep Kids Drug-Free Foundation, Inc., which shall use the fees
7 to fund activities to reduce substance abuse among residents
8 of this state. The foundation shall develop a plan to
9 distribute the funds for drug-abuse prevention programs.
10 (c) Notwithstanding s. 320.08062, up to 10 percent of
11 the proceeds from the annual use fee may be used for marketing
12 the Keep Kids Drug Free license plate and for administrative
13 costs directly related to the management and distribution of
14 the proceeds.
15 (26) FLORIDA MEMORIAL UNIVERSITY COLLEGE LICENSE
16 PLATES.--
17 (a) The department shall develop a Florida Memorial
18 University College license plate as provided in this section.
19 The word "Florida" must appear at the top of the plate, and
20 the words "Florida Memorial University College" must appear at
21 the bottom of the plate.
22 (b) The annual use fees shall be distributed to
23 Florida Memorial University College.
24 (58) HOMEOWNERSHIP FOR ALL LICENSE PLATES.--
25 (a) The department shall develop a Homeownership For
26 All license plate as provided in this section. The word
27 "Florida" must appear at the top of the plate, and the words
28 "Support Homeownership For All" must appear at the bottom of
29 the plate.
30 (b) The annual use fees shall be distributed to
31 Homeownership For All, Inc., which may use a maximum of 10

1 percent of the proceeds to promote and market the plate. It
2 shall use the balance of the proceeds to fund programs that
3 provide, promote, or otherwise support affordable housing in
4 this state.
5 Section 3. This act shall take effect July 1, 2006.

7 STATEMENT OF SUBSTANTIAL CHANGES CONTAINED IN
COMMITTEE SUBSTITUTE FOR
8 CS/Senate Bill 2238

10 The Committee Substitute provides a change of name on the
"Florida Memorial College" license plate to "Florida Memorial
11 University" to reflect the name change approved in December,
2004. The Committee Substitute also provides that up to 10
12 percent of the proceeds from the annual use fee for the "Keep
Kids Drug Free" license plate may be used for marketing and
13 for administrative costs related to management and
distribution of the proceeds.
