1 A bill to be entitled
2 An act relating to driver history records;
3 creating the "Jeffrey Klapatch Act"; amending
4 s. 322.20, F.S.; providing for the Division of
5 Driver Licenses of the Department of Highway
6 Safety and Motor Vehicles to implement a system
7 that provides the adult who signed a minor's
8 application for a driver's license with
9 Internet access to the driver history record of
10 the minor; providing for termination of such
11 access; providing an effective date.

13 Be It Enacted by the Legislature of the State of Florida:

15 Section 1. This act may be cited as the "Jeffrey
16 Klapatch Act."
17 Section 2. Subsections (13), (14), and (15) of section
18 322.20, Florida Statutes, are renumbered as subsections (14),
19 (15), and (16), respectively, and a new subsection (13) is
20 added to that section to read:
21 322.20 Records of the department; fees; destruction of
22 records.--
23 (13) The Division of Driver Licenses shall implement a
24 system that allows either parent of a minor, or a guardian, or
25 other responsible adult who signed a minor's application for a
26 driver's license to have Internet access through a secure
27 website to inspect the minor's driver history record. Internet
28 access to driver history records granted to a minor's parents,
29 guardian, or other responsible adult shall be furnished by the
30 department at no fee and shall terminate when the minor
31 attains 18 years of age.

1 Section 3. This act shall take effect January 1, 2007.

3 STATEMENT OF SUBSTANTIAL CHANGES CONTAINED IN
COMMITTEE SUBSTITUTE FOR

6 Provides that either parent of a minor may have internet
access to a minor's driver history record.

Provides that DHSMV may not charge a fee to access the
8 records.
9 Changes the effective date from July 1, 2006, to January 1,
2007.
