11  The Committee on Education (Webster) recommended the following
12  amendment:

14         Senate Amendment (with title amendment) 
15         On page 1, between lines 18 and 19,
16  
17  insert:  
18         Section 1.  The Legislature finds that medium-sized
19  counties in Florida have experienced rapid and dynamic growth
20  in the last decade. The Legislature recognizes that some
21  counties have been experiencing rapid growth, based on student
22  enrollment figures. The Legislature also recognizes that the
23  needs of students in kindergarten through grade 12 are
24  significantly tied to expansive growth in these counties, and
25  that the needs of families that have school-age children
26  require critical consideration. The Legislature finds that the
27  will of the electors regarding education issues may be better
28  realized by offering an alternate procedure for the district
29  school board chair to be elected directly by the electors of
30  the school district.
