13         Senate Amendment (with title amendment) 
14         On page 14, line 27, after the period,

16  insert:  The State Board of Education shall adopt rules to
17  develop uniform specifications for what constitutes a separate
18  and secure site that has perimeter fencing. These
19  specifications shall be binding on the school districts.
