12  following amendment:

14         Senate Amendment 
15         On page 2, lines 17 through 25, delete those lines
16  
17  and insert:  a discretionary sales surtax, subject to approval
18  by a majority vote of the electorate of the county or by a
19  charter amendment approved by a majority vote of the
20  electorate of the county.
21         (b)  The rate shall be up to 1 percent.
22         (c)  The proposal to adopt a discretionary sales surtax
23  as provided in this subsection and to create a trust fund
