11  The Committee on Community Affairs (Haridopolos) recommended
12  the following amendment to amendment (384576):
13  
14         Senate Amendment (with directory and title amendments) 
15         On page 4, between lines 13 and 14,
16  
17  insert:  
18         (2)  LOCAL GOVERNMENT INFRASTRUCTURE SURTAX.--
19         (e)  School districts, counties, and municipalities
20  receiving proceeds under the provisions of this subsection may
21  pledge such proceeds for the purpose of servicing new bond
22  indebtedness incurred pursuant to law. Local governments may
23  use the services of the Division of Bond Finance of the State
24  Board of Administration pursuant to the State Bond Act to
25  issue any bonds through the provisions of this subsection. In
26  no case may a jurisdiction issue bonds pursuant to this
27  subsection more frequently than once per year. Counties and
28  municipalities may join together for the issuance of bonds
29  authorized by this subsection.
