12 amendment to amendment (642600):

15 On page 2, line 2, through
16 page 3, line 17, delete section 2

18 and insert:
19 Section 2. Subsections (1) and (3) of section 1007.23,
20 Florida Statutes, are amended, and subsection (6) is added to
21 that section, to read:
22 1007.23 Statewide articulation agreement.--
23 (1) The State Board of Education shall establish in
24 rule a statewide articulation agreement that governs:
25 (a) Articulation between secondary and postsecondary
26 education, including credit earned through high school career
27 and technical education majors and career academies;
28 (b) Admission of associate in arts degree graduates
29 from community colleges and state universities;
30 (c) Admission of applied technology diploma program
31 graduates from community colleges or career centers;

1 (d) Admission of associate in science degree and
2 associate in applied science degree graduates from community
3 colleges;
4 (e) The use of acceleration mechanisms, including
5 nationally standardized examinations through which students
6 may earn credit;
7 (f) General education requirements and statewide
8 course numbers as provided for in ss. 1007.24 and 1007.25; and
9 (g) Articulation among programs in nursing; and.
10 (h) Admission of postsecondary vocational, technical,
11 or career certificate or diploma graduates from school
12 district career centers or charter technical career centers.
13 (3) The articulation agreement must guarantee the
14 statewide articulation of appropriate workforce education
15 development programs and courses between school districts and
16 community colleges and specifically provide that every applied
17 technology diploma graduate must be granted the same amount of
18 credit upon admission to an associate in science degree or
19 associate in applied science degree program unless it is a
20 limited access program. Preference for admission must be given
21 to graduates who are residents of Florida. By March 1, 2007,
22 the State Board of Education shall establish an articulated
23 career path for specific workforce education professions,
24 including, but not limited to, the program areas of criminal
25 justice, business, nursing, allied health, and early childhood
26 education. The career paths shall provide for the articulation
27 of:
28 (a) Credit earned in vocational, technical, or career
29 certificate or diploma programs to associate in science
30 degrees or associate in applied science degrees.

1 programs to credit in baccalaureate degree programs.
2 (c) Credit awarded by public and private institutions.
3 (d) Credit for experiential learning associated with
4 minimum training requirements for employment.
5 (6) To participate in the statewide agreements for
6 articulated career paths required in this section, nonpublic
7 colleges and schools must be fully accredited by a regional or
8 national accrediting agency recognized by the United States
9 Department of Education and must:
10 (a)1. Be eligible to participate in the William L.
11 Boyd, IV, Florida Resident Access Grant; or
12 2. Have been issued a regular license pursuant to s.
13 1005.31 and must use an assessment required in s.
14 1005.04(1)(b) which has also been recommended by the State
15 Board of Education. For courses that are not in the statewide
16 course numbering system pursuant to s. 1007.24, the Department
17 of Education shall ensure that credits to be accepted by a
18 receiving institution are generated in courses for which the
19 faculty possess credentials that are comparable to those
20 required by the accrediting association of the receiving
21 institution; and
22 (b) Participate in the Florida Education and Training
23 Placement Information Program pursuant to s. 1008.39.
