14         Senate Amendment 
15         On page 3, line 2, delete that line

17  and insert:  refunds earned during the prior calendar year. If
18  the total amount of refunds claimed in any calendar year
19  exceeds $6 million, the Department of Revenue shall calculate
20  and pay refunds to qualifying applicants on a pro rata basis.
