  1                      A bill to be entitled

  2         An act relating to oceans and coastal

  3         resources; amending s. 161.74, F.S.; requiring

  4         that the Florida Oceans and Coastal Council

  5         maintain a resource assessment to assist in its

  6         research plan; removing an obsolete date;

  7         providing an effective date.

  8  

  9  Be It Enacted by the Legislature of the State of Florida:

10  

11         Section 1.  Subsection (3) of section 161.74, Florida

12  Statutes, is amended to read:

13         161.74  Responsibilities.--

14         (3)  RESOURCE ASSESSMENT.--By December 1, 2006, The

15  council shall prepare and maintain a comprehensive oceans and

16  coastal resource assessment that shall serve as a baseline of

17  information to be used in assisting in its research plan. The

18  resource assessment must include:

19         (a)  Patterns of use of oceans and coastal resources;

20         (b)  Natural resource features, including, but not

21  limited to, habitat, bathymetry, surficial geology,

22  circulation, and tidal currents;

23         (c)  The location of current and proposed oceans and

24  coastal research and monitoring infrastructure;

25         (d)  Industrial, commercial, coastal observing system,

26  ships, subs, and recreational transit patterns; and

27         (e)  Socioeconomic trends of the state's oceans and

28  coastal resources and oceans and coastal economy.

29         Section 2.  This act shall take effect July 1, 2006.
