1 A bill to be entitled
2 An act relating to travel to terrorist states;
3 amending s. 1011.81, F.S.; prohibiting the use
4 of funds from the Community College Program
5 Fund, or funds made available to community
6 colleges from outside the fund, to implement,
7 organize, direct, coordinate, or administer
8 activities related to or involving travel to a
9 terrorist state; defining "terrorist state";
10 amending s. 1011.90, F.S.; prohibiting the use
11 of state or nonstate funds made available to
12 state universities to implement, organize,
13 direct, coordinate, or administer activities
14 related to or involving travel to a terrorist
15 state; defining "terrorist state"; amending s.
16 112.061, F.S.; providing that travel expenses
17 of public officers or employees for the purpose
18 of implementing, organizing, directing,
19 coordinating, or administering activities
20 related to or involving travel to a terrorist
21 state shall not be allowed under any
22 circumstances; defining "terrorist state";
23 providing an effective date.

25 Be It Enacted by the Legislature of the State of Florida:
26
27 Section 1. Section 1011.81, Florida Statutes, is
28 amended to read:
29 1011.81 Community College Program Fund.--
30 (1) There is established a Community College Program
31 Fund. This fund shall comprise all appropriations made by the

1 Legislature for the support of the current operating program
2 and shall be apportioned and distributed to the community
3 college districts of the state on the basis of procedures
4 established by law and rules of the State Board of Education.
5 The annual apportionment for each community college district
6 shall be distributed monthly in payments as nearly equal as
7 possible.
8 (2) None of the funds made available in the Community
9 College Program Fund, or funds made available to community
10 colleges outside the Community College Program Fund, may be
11 used to implement, organize, direct, coordinate, or
12 administer, or to support the implementation, organization,
13 direction, coordination, or administration of, activities
14 related to or involving travel to a terrorist state. For
15 purposes of this section, "terrorist state" is defined as any
16 state, country, or nation designated by the United States
17 Department of State as a state sponsor of terrorism.
18 Section 2. Subsection (6) is added to section 1011.90,
19 Florida Statutes, to read:
20 1011.90 State university funding.--
21 (6) None of the state or nonstate funds made available
22 to state universities may be used to implement, organize,
23 direct, coordinate, or administer, or to support the
24 implementation, organization, direction, coordination, or
25 administration of, activities related to or involving travel
26 to a terrorist state. For purposes of this section, "terrorist
27 state" is defined as any state, country, or nation designated
28 by the United States Department of State as a state sponsor of
29 terrorism.
30 Section 3. Paragraphs (e), (f), and (g) of subsection
31 (3) of section 112.061, Florida Statutes, are redesignated as

1 paragraphs (f), (g), and (h), respectively, and a new
2 paragraph (e) is added to that subsection to read:
3 112.061 Per diem and travel expenses of public
4 officers, employees, and authorized persons.--
5 (3) AUTHORITY TO INCUR TRAVEL EXPENSES.--
6 (e) Travel expenses of public officers or employees
7 for the purpose of implementing, organizing, directing,
8 coordinating, or administering, or supporting the
9 implementation, organization, direction, coordination, or
10 administration of, activities related to or involving travel
11 to a terrorist state shall not be allowed under any
12 circumstances. For purposes of this section, "terrorist state"
13 is defined as any state, country, or nation designated by the
14 United States Department of State as a state sponsor of
15 terrorism.
16 Section 4. This act shall take effect July 1, 2006.
