3	Amendment (with directory and title amendments)
4	On page 28, between lines 29 and 30, insert:
5	(5)  The commission shall adopt a rule establishing
6	adequate due process procedures to be accorded to any party, as
7	defined in s. 120.52, whose substantial interests are affected
8	by any action of the commission in the performance of its
9	constitutional duties and responsibilities. The adequate due
10	process rule shall be published in the Florida Administrative
11	Code.
12	(6)  All existing and proposed rules of the commission
13	shall be subject to the provisions of s. 120.56.
14	Section 9.  The Fish and Wildlife Conservation Commission's
15	enforcement of all penalty provisions under this act shall be
16	contingent upon the final adoption of the adequate due process
17	rule as required under s. 370.025(5), Florida Statutes.
18	Section 10.  All appropriations to the Fish and Wildlife
19	Conservation Commission for the 2006-2007 fiscal year shall be
20	contingent upon the final adoption of the adequate due process
21	rule as required under s. 370.025(5), Florida Statutes.

35	adequate due process rule; requiring that all commission
36	appropriations are contingent upon the final adoption of
37	the adequate due process rule;
