11  The Committee on Justice Appropriations (Aronberg) recommended
12  the following amendment:
13  
14         Senate Amendment (with title amendment) 
15         On page 4, lines 1-29,  delete those lines:
16  
17  insert:  (a)  "Financial harm" includes extortionate extension
18  of credit, loan sharking as defined in s. 687.071, or
19  employment contracts that violate the statute of frauds as
20  provided in s. 725.01.
21         (b)(a)  "Forced labor or services" means labor or
22  services obtained from a person by:
23         1.  Using or threatening to use physical force, fraud,
24  or coercion against that person or another person; or
25         2.  Restraining, isolating, or confining or threatening
26  to restrain, isolate, or confine that person or another person
27  without lawful authority and against her or his will;.
28         3.  Using lending or other credit methods to establish
29  a debt by that person or another person when the labor or
30  services are pledged as a security for the debt, if the value
31  of the labor or services as reasonably assessed is not applied

 1  toward the liquidation of the debt or the length and nature of
 2  the labor or services are not respectively limited and
 3  defined; or
 4         4.  Destroying, concealing, removing, confiscating,
 5  withholding, or possessing any actual or purported passport,
 6  visa, or other immigration document, or any other actual or
 7  purported government identification document, of that person
 8  or another person.
 9         (c)(b)  "Human trafficking" means transporting,
