4     On page 17, between lines 3 and 4, insert:

6     Section 6.  Section 287.0577, Florida Statutes, is created
7to read:
8     287.0577  Productivity Commission.--
9     (1)  PRODUCTIVITY COMMISSION.--There is created within the
10Executive Office of the Governor a Productivity Commission
11composed of the Governor and Cabinet. The Governor is chair of
12the commission. The Governor or the Chief Financial Officer may
13call a meeting of the commission promptly each time the need
14therefore arises. Unless otherwise provided herein, affirmative
15action by the commission shall require the approval of the
16Governor and at least two other members of the commission. The
17commission is subject to all relevant requirements contained in
18s. 20.052.
19     (2)  FLEXIBLE FLORIDA GOVERNMENT AWARD.--The Legislature
20finds that incentive awards are an effective tool for
21encouraging creative and innovative solutions within government
22agencies. In order to provide incentives to executive agency
23personnel to create, implement, or participate in flexible
24methods of delivering services to the citizens of the state, the
25Legislature hereby creates the Flexible Florida Government
26Award.
27     (3)  DEFINITIONS.--For purposes of this section, the
28following definitions apply:
29     (a) "Award" means the Flexible Florida Government Award
30created in subsection (2).
31     (b) "Commission" means the Productivity Commission created
32in subsection (1).
33     (c) "Eligible awardee" means any department, division,
34bureau, section, office, or other structural unit of the
35executive branch, or any personnel providing services for such a
36unit.
37     (d) "Eligible project" means any program or activity
38subject to the review process contained in s. 287.0574.
39     (4)  ORGANIZATION; DUTIES.--The commission shall meet once
40annually to review all eligible projects and eligible awardees
41involved in eligible projects. The commission may issue any
42number of awards, however, the cumulative total of all awards
43shall not exceed $100,000. Awards shall be issued in the
44following manner:
45     (a)  Any member of the commission may submit to the chair a
46request identifying a potential award. The request must contain:
47     1.  A description of the activity or service delivered by
48the project.
49     2.a.  If the potential award is based on agency cost-
50avoidance, an explanation of savings generated by the project
51since its inception;
52     b.  If the potential award is based on agency innovation,
53the additional services provided at the same cost; or
54     c.  If the potential award is based on a transformation of
55services provided, the fundamental change in the services
56provided.
57     3.  The eligible awardees, including a list of every
58individual in the unit intended to receive the award and the
59amount granted to each individual.
60     (b)  The commission shall review and vote on all member
61requests. Upon the successful vote of at least three members of
62the commission, the request shall be granted and an award issued
63to the eligible awardees identified in the request.
