11 The Committee on Ways and Means (Miller) recommended the
12 following amendment:

14 Senate Amendment (with title amendment)
15 On page 19, between lines 22 and 23,

17 insert:
18 (ss) "Qualified expenditure category" means the
19 appropriations category used to fund specific activities and
20 projects which must be transferred to one or more
21 appropriation categories for expenditure upon recommendation
22 by the Governor or Chief Justice, as appropriate, and subject
23 to approval by the Legislative Budget Commission. By law, the
24 legislature may permit up to 20% of the fund appropriated in a
25 specific appropriation in this category to be used for
26 operational expenses without approval by the Commission.
