11  Senator Fasano moved the following amendment:

13         Senate Amendment 
14         On page 5, line 19, through page 6, line 13, delete
15  those lines
16  
17  and insert:  
18         331.302  Space Florida; creation; purpose.--
19         (1)  There is established, formed, and created Space
20  Florida, which is created as an independent special district,
21  a body politic and corporation, to foster the growth and
22  development of a sustainable and world-leading aerospace
23  industry in this state. Space Florida shall promote aerospace
24  business development by facilitating business financing,
25  spaceport operations, research and development, workforce
26  development, and innovative education programs. Space Florida
27  has all the powers, rights, privileges, and authority provided
28  under the laws of this state.
29         (2)  In carrying out its duties and responsibilities,
30  Space Florida shall advise, coordinate, cooperate, and, when
31  necessary, enter into memoranda of agreement with

 1  municipalities, counties, regional authorities, state agencies
 2  and organizations, appropriate federal agencies and
 3  organizations, and other interested persons and groups.
 4         (3)  Space Florida may not endorse any candidate for
 5  any elected public office or contribute money to the campaign
 6  of any candidate for public office.
 7         (4)  Space Florida is not an agency as defined in ss.
 8  216.011 and 287.012.
 9         (5)  Space Florida is subject to applicable provisions
10  of chapter 189. To the extent that any provisions of chapter
11  189 conflict with this act, this act shall prevail.
