3     Amendment (with title amendment)
4     Remove lines 86-110 and insert:
5     Section 3.  A pilot program for outsourcing driver license
6services is authorized in Indian River County and may be
7implemented by July 1, 2006. The Department of Highway Safety
8and Motor Vehicles, upon request of the Indian River County Tax
9Collector, is directed to implement such outsourcing through the
10tax collector's office in Indian River County. Any necessary
11equipment shall also be provided by the department. Approvals of
12outsourcing to an outside entity shall be similar to approvals
13required of state-approved private automobile tag and
14registration entities. Service fees and services provided for
15any outsourcing shall be negotiated by the tax collector and the
16private entity. By February 1, 2007, the department and the tax
17collector shall together provide a status report to the
18President of the Senate and the Speaker of the House of
19Representatives, which shall include, but not be limited to,
20customer satisfaction, wait times, and cost efficiencies of the
21program.
