  1                      A bill to be entitled

  2         An act relating to cargo container inspections;

  3         directing the Department of Transportation to

  4         make a study of procedures and equipment used

  5         to inspect cargo containers at airports,

  6         seaports, and railroad stations; requiring a

  7         report to the Governor and Legislature;

  8         providing for content of the report; providing

  9         an effective date.

11  Be It Enacted by the Legislature of the State of Florida:

12  

13         Section 1.  Cargo container inspections; study by the

14  Department of Transportation.--The Department of

15  Transportation is directed to conduct a comprehensive study of

16  current procedures for inspecting cargo containers at

17  airports, seaports, and railroad stations in this state. The

18  study shall include a review of the current inspection

19  procedures, number of inspections relative to the total number

20  of cargo containers, equipment and technology used and

21  available for the inspections, and the costs of that equipment

22  and technology. The department shall report its findings to

23  the Governor, the President of the Senate, and the Speaker of

24  the House of Representatives before July 1, 2007. The report

25  shall also include suggested methods to increase the number of

26  inspections to 100 percent of all cargo containers, equipment,

27  and technology available to improve and increase the number of

28  inspections, and funding sources to help defray the costs of

29  improving and increasing the number of inspections.

30         Section 2.  This act shall take effect July 1, 2006.
