1 A bill to be entitled
2 An act relating to education accountability;
3 creating s. 1008.47, F.S.; requiring the
4 Department of Education to annually report the
5 state's ranking in a state-by-state comparison
6 in specified educational measures; providing
7 legislative goals; requiring rulemaking;
8 providing an effective date.

10 Be It Enacted by the Legislature of the State of Florida:
11
12 Section 1. Section 1008.47, Florida Statutes, is
13 created to read:
14 1008.47 Annual accountability reporting.--
15 (1) The Department of Education shall annually report
16 to the Governor, the President of the Senate, the Speaker of
17 the House of Representatives, and the general public the
18 state's ranking in a state-by-state comparison in each of the
19 following measures:
20 (a) Reading and mathematics scores of public school
21 4th grade students as reported in the National Assessment of
22 Educational Progress.
23 (b) Reading and mathematics scores of public school
24 8th grade students as reported in the National Assessment of
25 Educational Progress.
26 (c) Reading and mathematics scores of public high
27 school students as reported by the Manhattan Institute for
28 Policy Research.
29 (d) SAT scores of public school students.
30 (e) ACT scores of public school students.

1 (f) Median student-to-teacher ratio in public school
2 kindergarten through grade 3 as reported by the National
3 Center for Education Statistics.
4 (g) Average public school teacher salary adjusted for
5 cost of living reported in Education Week.
6 (h) Average public school beginning teacher salary
7 adjusted for cost of living reported in Education Week.
8 (i) Students receiving baccalaureate degrees within 6
9 years after enrolling in college as reported by the National
10 Center for Public Policy and Higher Education.
11 (j) Students returning for the second year of study at
12 2-year colleges as reported by the National Center for Public
13 Policy and Higher Education based on the ACT Institutional
14 Data Questionnaire.
15 (k) Total state and local expenditures per student
16 based on fall enrollment as reported by the National Center
17 for Education Statistics.
18 (l) State appropriations for higher education per
19 $1,000 of personal income reported by the National Center for
20 Public Policy and Higher Education.
21 (2) It is the goal of the Legislature that the state
22 rank in the top two quartiles in at least half of the
23 measures, and not rank in the lowest quartile in any measure,
24 reported according to this section.
25 (3) The State Board of Education shall adopt rules
26 pursuant to ss. 120.536(1) and 120.54 to implement the
27 provisions of this section.
28 Section 2. This act shall take effect July 1, 2006.
