18 and insert:
19 Section 8. The sum of $3 million per year is
20 appropriated from nonrecurring general revenue for 10 years to
21 the Office of Tourism, Trade, and Economic Development for the
22 purpose specified in s. 288.1171(3), Florida Statutes. For the
23 2006-2007 fiscal year, these funds are appropriated from
24 nonrecurring general revenue. For the 2007-2008 through
25 2016-2017 fiscal years, the funds shall be appropriated from
26 nonrecurring general revenue or as specifically provided in
27 the General Appropriations Act. The funds shall be distributed
28 by the Office of Tourism, Trade, and Economic Development to
29 organizations meeting the requirements of s. 288.1171, Florida
30 Statutes, solely to encourage and provide economic development
31 through capital construction, improvements, or the purchase of

1 equipment that will result in expanded employment
2 opportunities.
3 Section 9. For the 2006-2007 fiscal year, the sum of
4 $45 million is appropriated from the General Revenue Fund to
5 the Office of Tourism, Trade, and Economic Development within
6 the Executive Office of the Governor to fund the Quick Action
7 Closing Fund as authorized in s. 288.1088, Florida Statutes.
8 These funds shall be placed in reserve by the Executive Office
9 of the Governor on July 1, 2006. The Office of Tourism, Trade,
10 and Economic Development may request the release of funds as
11 needed to implement the provisions of s. 288.1088, Florida
12 Statutes, through the Legislative Budget Commission.
13 Section 10. For the 2006-2007 fiscal year, the sum of
14 $197 million is appropriated from the General Revenue Fund for
15 transfer to the Economic Development Trust Fund within the
16 Office of Tourism, Trade, and Economic Development. Funds
17 transferred under this section are not subject to the service
18 charge set forth in s. 215.20, Florida Statutes. The sum of
19 $197 million is appropriated for the 2006-2007 fiscal year
20 from the Economic Development Trust Fund within the Office of
21 Tourism, Trade, and Economic Development to be used to
22 implement this act. These funds in the Economic Development
23 Trust Fund shall be placed in reserve by the Executive Office
24 of the Governor on July 1, 2006. The Office of Tourism, Trade,
25 and Economic Development may request the release of funds as
26 needed to implement the provisions of this act through the
27 Legislative Budget Commission. Funds not expended during the
28 2006-2007 fiscal year may be used in future fiscal years as
29 appropriated in the General Appropriations Act or other law.
