1 A bill to be entitled
2 An act relating to the Homosassa Special Water
3 District, Citrus County; providing for
4 annexation of specified areas; requiring a
5 referendum; providing an effective date.

7 Be It Enacted by the Legislature of the State of Florida:
8
9 Section 1. Extension of district boundaries; Area A.--
10 (1) The Homosassa Special Water District shall call
11 for a referendum no later than December 30, 2006, in
12 accordance with provisions of law relating to elections
13 currently in force. The purpose of said referendum shall be to
14 determine whether the lands within Area A as described below
15 will be included within the territorial limits of the district
16 and will be subject to ad valorem taxation at a rate not
17 exceeding 3 mills. Only those registered voters residing
18 within Area A and only those registered voters residing within
19 the existing territorial limits of the district may vote in
20 said referendum.
21 (2) The legal description of Area A is as follows:

23 The SE quarter of the NE quarter of Section 16,
24 Township 19 South, Range 17 East.

26 (3) If the majority of the voters residing within Area
27 A and a majority of voters residing within the territorial
28 limits of the district voting in the referendum as provided in
29 subsection (1) determine that the lands described in
30 subsection (2) should be included within the territorial
31 limits of the district, said lands shall be included within

1 the district boundaries 10 days following the date of the
2 referendum.
3 Section 2. Extension of district boundaries; Area B.--
4 (1) The Homosassa Special Water District shall call

8 determine whether the lands within Area B as described below
9 will be included within the territorial limits of the district

14 said referendum.
15 (2) The legal description of Area B is as follows:

17 SPRING GARDENS Subdivision as described in Plat
18 Book 11, Page 98, Public Records of Citrus
19 County, Florida.

21 (3) If the majority of the voters residing within Area
22 B and a majority of voters residing within the territorial
23 limits of the district voting in the referendum as provided in
24 subsection (1) determine that the lands described in
25 subsection (2) should be included within the territorial
26 limits of the district, said lands shall be included within
27 the district boundaries 10 days following the date of the
28 referendum.

10 (2) The legal description of Area C is as follows:

12 Begin at a point on the West line of Section
13 23, Township 19 South, Range 17 East, said
14 point being the intersection of said West line
15 and the W'LY extension of the North line of
16 Block 178 as shown on the plat of Unit 4 of
17 Homosassa as recorded in Plat Book 1, Page 46,
18 Public Records Of Citrus County, Florida,
19 thence E'LY and NE'LY along the North line of
20 Blocks 178, 179, 182 & 181 as shown on said
21 Plat, to the intersection of the E'LY extension
22 of the North line of said Block 181 and the
23 East line of said Plat, said line also being
24 the West line of Homosassa Highlands as
25 recorded in Plat Book 7, Page 33, Public
26 Records Of Citrus County, Florida, thence N'LY
27 along said West line to the intersection of the
28 South line of Lot 10 of said Plat, thence E'LY
29 along said South line to the SE corner of said
30 Lot, then S'LY along the East line of Lot 9 of
31 said plat to the intersection of the W'LY

1 extension of Lot 27 of said Plat, thence E'LY
2 along the North line of said Lot and the North
3 line of Lots 23, 24, 25, & 26 of said plat to
4 the intersection of the E'LY extension of the
5 North line of said Lot 23 and the West line of
6 Lot 56 of said plat, thence N'LY along said
7 West line to the NW corner of lands described

12 (3) If the majority of the voters residing within Area
13 C and a majority of voters residing within the territorial
14 limits of the district voting in the referendum as provided in
15 subsection (1) determine that the lands described in
16 subsection (2) should be included within the territorial
17 limits of the district, said lands shall be included within
18 the district boundaries 10 days following the date of the
19 referendum.
20 Section 4. Sections 1, 2, and 3 of this act shall take
21 effect only upon their approval by a majority vote of those
22 qualified electors authorized under such sections and voting
23 in a referendum election to be called by the Homosassa Special
24 Water District to be held before December 30, 2006, in
25 accordance with the provisions of law relating to elections
26 currently in force, except that this section shall take effect
27 upon becoming a law.
