17 Section 1. Paragraph (eee) is added to subsection (4)
18 of section 320.08056, Florida Statutead:
19 320.08056 Specialty license plates.--
20 (4) The following license plate annual use fees shall
21 be collected for the appropriate specialty license plates:
22 (eee) A State of Vision license plate, $25.
23 Section 2. Subsection (57) is added to section
24 320.08058, Florida Statutes, to read:
25 320.08058 Specialty license plates.--
26 (57) A STATE OF VISION LICENSE PLATES.--
27 (a) Notwithstanding the provisions of s. 320.08053,
28 the department shall develop an A State of Vision license
29 plate as provided in this section. A State of Vision license
30 plates must bear the colors and design approved by the
31 department. The word "Florida" must appear at the top of the

1 plate, and the words "A State of Vision" must appear at the
2 bottom of the plate.
3 (b) The license plate annual use fees shall be
4 distributed quarterly to the Florida Association of Agencies
5 Serving the Blind, Inc., to fund direct-support services to
6 blind and visually impaired people.
7 (c) The Florida Association of Agencies Serving the
8 Blind, Inc., shall retain all revenue from the annual use fees
9 until all startup costs for developing and establishing the
10 plates have been recovered. Thereafter, up to 5 percent of the
11 annual use fee revenue shall be used for administrative costs
12 and up to 20 percent shall be used for promotion and marketing
13 of the specialty license plate. All remaining annual use fee
14 revenue shall be used by the Florida Association of Agencies
15 Serving the Blind, Inc., to fund its activities, programs, and
16 projects within the state through its local nonprofit
17 organizations' direct-support services to blind and visually
18 impaired people.
19 Section 3. This act shall take effect July 1, 2006.
