A bill to be entitled
2An act relating to specialty license plates; amending s.
3320.08056, F.S.; revising the annual use fee for the
4Florida Sheriffs Youth Ranches license plate; providing
5annual use fees for certain plates; amending s. 320.08058,
6F.S.; creating the A State of Vision license plate and the
7Future Farmers of America license plate; providing for the
8distribution of annual use fees received from the sale of
9such plates; providing an effective date.

11Be It Enacted by the Legislature of the State of Florida:
12
13     Section 1.  Paragraph (x) of subsection (4) of section
14320.08056, Florida Statutes, is amended, and paragraphs (eee)
15and (fff) are added to that subsection, to read:
16     320.08056  Specialty license plates.--
17     (4)  The following license plate annual use fees shall be
18collected for the appropriate specialty license plates:
19     (x)  Florida Sheriffs Youth Ranches license plate, $25 $20.
20     (eee)  A State of Vision license plate, $25.
21     (fff)  Future Farmers of America license plate, $25.
22     Section 2.  Subsections (57) and (58) are added to section
23320.08058, Florida Statutes, to read:
24     320.08058  Specialty license plates.--
25     (57)  A STATE OF VISION LICENSE PLATES.--
26     (a)  The department shall develop an A State of Vision
27license plate as provided in this section. A State of Vision
28license plates must bear the colors and design approved by the
29department. The word "Florida" must appear at the top of the
30plate, and the words "A State of Vision" must appear at the
31bottom of the plate.
32     (b)  The license plate annual use fees shall be distributed
33quarterly to the Florida Association of Agencies Serving the
34Blind, Inc., to fund direct-support services to blind and
35visually impaired people.
36     (c)  The Florida Association of Agencies Serving the Blind,
37Inc., shall retain all revenue from the annual use fees until
38all startup costs for developing and establishing the plates
39have been recovered. Thereafter, up to 5 percent of the annual
40use fee revenue shall be used for administrative costs and up to
4120 percent shall be used for promotion and marketing of the
42specialty license plate. All remaining annual use fee revenue
43shall be used by the Florida Association of Agencies Serving the
44Blind, Inc., to fund its activities, programs, and projects
45within the state through its local nonprofit organizations'
46direct-support services to blind and visually impaired people.
47     (58)  FUTURE FARMERS OF AMERICA LICENSE PLATES.--
48     (a)  Notwithstanding the provisions of s. 320.08053, the
49department shall develop a Future Farmers of America license
50plate as provided in this section. Future Farmers of America
51license plates must bear the colors and design approved by the
52department. The word "Florida" must appear at the top of the
53plate, and the words "Agricultural Education" must appear at the
54bottom of the plate.
55     (b)  The license plate annual use fee shall be distributed
56quarterly to the Florida Future Farmers of America Foundation,
57Inc., to fund activities and services of the Future Farmers of
58America.
59     (c)  The Florida Future Farmers of America Foundation,
60Inc., shall retain all revenue from the annual use fees until
61all startup costs for developing and establishing the plates
62have been recovered. Thereafter, up to 10 percent of the annual
63use fee revenue may be used for administrative, handling, and
64disbursement expenses and up to 5 percent may be used for
65advertising and marketing costs. All remaining annual use fee
66revenue shall be used by the Florida Future Farmers of America
67Foundation, Inc., to fund its activities, programs, and
68projects, including, but not limited to, student and teacher
69leadership programs, the Foundation for Leadership Training
70Center, teacher recruitment and retention, and other special
71projects.
72     Section 3.  This act shall take effect July 1, 2006.
