1 A bill to be entitled
2 An act relating to conventions and tourism;
3 requiring the Florida Commission on Tourism,
4 the Florida Black Business Investment Board,
5 Inc., and the Office of Tourism, Trade, and
6 Economic Development to jointly establish and
7 use African-American businesses in the
8 convention and tourism industry; providing
9 guidelines; providing for a committee to
10 enforce the program; providing an effective
11 date.

13 Be It Enacted by the Legislature of the State of Florida:

15 Section 1. (1) The Florida Commission on Tourism, the
16 Florida Black Business Investment Board, Inc., and the Office
17 of Tourism, Trade, and Economic Development shall jointly
18 establish a cooperative program to use African-American
19 businesses to publicize the tourism advantages of this state.
20 The commission may contract with its direct-support
21 organization to administer the program.
22 (2) A committee shall be formed to enforce fairness in
23 African-American participation and use in the convention and
24 tourism industry. The committee members shall be appointed by
25 the Florida Black Business Investment Board, Inc., and
26 approved by the Governor.
27 (3) The Florida Commission on Tourism, the Florida
28 Black Business Investment Board, Inc., and the Office of
29 Tourism, Trade, and Economic Development shall consider the
30 use of price preferences of up to 10 percent, weighted
31 preference formulas, or other preferences for vendors that are

1 determined appropriate pursuant to guidelines established
2 under s. 287.09451(4), Florida Statutes, to increase the
3 participation of African-American-owned businesses in the
4 convention and tourism industry.
5 Section 2. This act shall take effect July 1, 2006.

8 SENATE SUMMARY
9 Requires the Florida Commission on Tourism, the Florida
Black Business Investment Board, Inc., and the Office of
10 Tourism, Trade, and Economic Development to jointly
establish a program to give preference to
11 African-American businesses in the convention and tourism
industry. Provides for a committee to enforce the act.

program.
