12 (Lawson) recommended the following amendment:

15 On page 6, between lines 17 and 18,

17 insert:
18 Section 2. The Legislature finds that a proper and
19 legitimate state purpose is served when employees of the state
20 and its political subdivisions are reimbursed at fair and
21 adequate levels to compensate them for the expenses they incur
22 when traveling on behalf of their governmental employer. When
23 employees of the state and its political subdivisions must
24 travel as part of the performance of their authorized duties,
25 they may incur costs for fuel, meals, and lodging. These costs
26 have risen dramatically over the years since the Legislature
27 last established rates of reimbursement and the current
28 statutorily-authorized rates of reimbursement do not
29 adequately reflect the costs incurred. It is a matter of
30 equity that employees of the state and its political
31 subdivisions be fairly and adequately compensated for

1 legitimate travel costs that they incur on behalf of their
2 employer and the people of the State of Florida when
3 performing their official duties and responsibilities.
4 Therefore, the Legislature determines and declares that this
5 act fulfills an important state interest.
