11  The Committee on Judiciary (Aronberg) recommended the
12  following amendment:

14         Senate Amendment (with title amendment) 
15         On page 1, lines 21-28, delete those lines
16  
17  and insert:  facility, the administrator of the county
18  detention facility shall provide to the prisoner, at least 2
19  weeks before discharge, if possible, an application form
20  obtained from the Parole Commission which the prisoner must
21  complete in order to begin the process of having his or her
22  civil rights restored.
